To say Sombra has been a polarizing hero since her introduction is a bit of an understatement. Upon her introduction at BlizzCon, some thought that she might be the solution to the tank heavy meta that's been prevalent in Overwatch, but that hasn't quite been the case. If anything, it's been the opposite - the meta has since shifted to a triple tank metagame, and Sombra hasn't really seen play. Her DPS just isn't quite on par with the other heroes despite her versatility.
Blizzard is already taking steps to combat this - they've reduced the hack channel time to .8 seconds on the PTR, which should increase her utility and may even make her picked on certain team comps more. But Blizzard could take one step further: increase the damage done to hacked targets by Sombra, as pointed out by Meldorn on Reddit - a genius idea that deserves the Reddit Gold they received.
This would reward the Sombra player for outplaying their opponents by landing a hack (or an EMP), and give Sombra the ability to sweep an enemy team with a well-placed ultimate. While this does shut down the enemy's abilities, you then limit the playing field to their left click versus your left click as the Sombra ability - leaving the two of you in a test of aim to see who takes down their opponent.
Thus, if Sombra plays correctly by flanking and hacking, she's rewarded with the extra damage she needs to take down her opponent and still feel unique. And by making the hack only apply to Sombra's damage, it doesn't just steal from the Discord Orb debuff from Zenyatta.
